Garage and shop floor coatings in Circle D-KC Estates, TX, on slabs no public authority ever inspected.

Pflugerville Epoxy Flooring installs epoxy flooring in Circle D-KC Estates, and there are two facts about this subdivision that shape a floor job more than anything else. No public authority has ever inspected a slab here, and roughly two thirds of those slabs were poured inside a single decade.

We have been coating concrete across Central Texas for more than 20 years, and the first of those facts is one most contractors would rather not put in writing. We think it belongs at the top of the page, because it means the standard of the work is entirely a matter of who you hire rather than of anything anyone will come and check.

The second fact is genuinely good news. A stock built almost entirely in the 2010s means these floors have very little history on them, so the preparation problem here is a builder finish rather than decades of accumulated failure.

Who Inspected This Slab

The Honest Answer

Bastrop County Development Services states in writing that the county does not issue building permits or certificates of occupancy, and that there are no Bastrop County building codes for any other uses. That is the county’s own published position rather than an inference.

So on a detached workshop, an equipment barn, an RV barn or a shop slab, there is no public building-code review and no inspection at all. Nobody looked at how that slab was formed, reinforced, placed or finished.

What That Means in Practice

The contractor is the only quality control on the work, both when the slab was poured and now when a floor goes onto it. We treat that as a reason to hold a standard rather than to relax one, because the reason a coating lasts is a properly opened slab and a measured moisture reading, not an inspection.

It also means we look harder before quoting. We sound the slab for delamination, check surface hardness, look at how flat the pour actually is, and take a small test area down to concrete where anything is unclear, because there is no record anywhere of what was done.

Moisture goes into that assessment as a measurement rather than an assumption. We test with calcium chloride kits or in-situ relative humidity probes, read the results against published thresholds, and price a mitigation primer into the scope where the numbers call for one.

What a Development Permit Is Not

One distinction worth making. Bastrop County Development Services does issue development permits, and a development permit is not a building permit and carries no building-code review with it.

The two get confused regularly, usually by someone reassuring a buyer that a structure was permitted. It may well have been permitted in the development sense and still never have had its construction reviewed by anybody. Both statements can be true at once, and only one of them tells you anything about the slab.

What the County Does Reach

The Residential Code, and Only That

The county adopted a residential code by Commissioners Court resolution in September 2009 under state legislation, and it reaches only single-family houses and duplexes. Nothing else.

Under that regime the builder elects a code edition and contracts the required inspections privately, to a licensed inspector, rather than having a county inspector attend. So even where a code does apply, the inspection was a private arrangement between a builder and an inspector.

Three Inspections, Privately Contracted

There are three inspections in that process, arranged and paid for by the builder. That is a real quality mechanism and it is a considerably lighter one than a municipal building department performing its own inspections at its own schedule.

We mention it because it explains the state of things without accusing anybody. Houses here were built under a system that was designed to be light-touch, and the results vary accordingly rather than uniformly. Some of these slabs are excellent and some are ordinary, and the only way to know which one is in front of you is to look at it properly before writing a number.

What Actually Governs an Outbuilding

The instrument that can condition a detached structure on a lot here is private rather than public. This is a deed-restricted subdivision with an active civic association, so recorded covenants rather than a building code are what may limit or condition what goes on a lot.

We have not read those covenants and we are not going to characterize what they say. If you are planning a shop building rather than coating an existing slab, the recorded restrictions are the document to obtain, and that is a title or county clerk question rather than a contractor’s opinion.

There is one more item worth knowing at the planning stage. Construction on an undeveloped parcel in this county can trigger a habitat conservation plan certificate for the endangered Houston toad, with application and recording fees and a mitigation payment attached. That reaches new construction rather than coating an existing floor.

Two Thirds of These Floors Are One Decade Old

The Distribution

About 802 of this subdivision’s roughly 1,242 housing units were built between 2010 and 2019, which is 64.6 percent, and around 877 units, some 70.6 percent, date to 2010 or later. No units at all are recorded as built before 1960.

Roughly 71.2 percent of units are single-family detached and about 26.9 percent are mobile homes, which puts the addressable owner-occupied detached pool near 680 houses plus a small number of attached units, read with a real margin around it.

Why That Concentration Helps

When the great majority of slabs were poured in one decade under similar practice, the second job in a place teaches you something useful about the tenth. Slab finishing, joint layout, garage dimensions and threshold detailing are broadly consistent.

It does not replace looking at the actual floor, and it does mean we usually arrive already knowing what we expect to find, which makes for more accurate estimates and fewer surprises once a crew is on site.

The non-residential inventory here is small and it is not zero. A self-storage facility and an events venue both sit on the highway frontage, and both are building types that take a coated floor, so a commercial job in this community is unusual rather than impossible.

The Older Layer, Honestly Handled

The subdivision itself dates to the 1980s while its housing stock is overwhelmingly 2010s construction, and the recorded explanation for that gap is a supported rather than a confirmed one. We are not going to build an argument on it.

What we will say is that where a house here is older than the bulk of the stock, it is a different job and we treat it as one rather than applying a decade-wide assumption to a specific slab.

No Previous Coating to Fail

A Different Preparation Problem

On a stock this recent there is generally nothing on the floor that has already failed. There is no old coating to diagnose, no thirty years of penetrated oil, and no thick film to remove with PCD tooling, all of which takes real time and uncertainty out of a job.

What replaces it is the builder finish. Production garage slabs are power-troweled to a hard, tight, closed surface with almost no porosity, and many still carry a curing compound sprayed on the day of the pour.

Opening It Properly

Neither of those will accept a coating, and neither is visible enough to judge by eye. A coating laid onto a troweled, sealed surface bonds to a thin skin rather than to the concrete, and when that skin lets go the floor comes away in sheets.

So every slab is opened mechanically with a diamond grinder or a shot blaster to a surface profile matched to the system going on top. That is the single step that most reliably separates a floor that lasts a decade from one that lifts in its second summer, and it is also the step a cheap quote quietly leaves out because nobody can see whether it was done once the color is on. We do not acid etch, because acid barely touches a dense troweled surface, leaves salts that have to be neutralized and rinsed, and puts water into a slab immediately before you want it dry.

Tooling, Edges and the Written Build

Diamond segment bond hardness has to be matched inversely to the concrete, so a soft bond goes on hard concrete to keep exposing fresh diamond. Slabs of this vintage are frequently hard, and the wrong bond means tooling that glazes over and stops cutting within the hour.

Edges matter as much as the field, because a walk-behind machine cannot reach the last few inches against a wall and an unground perimeter is where a coating starts to lift. Our proposal names the product, the coat-by-coat system build and the finished mil thickness, which on a slab nobody ever inspected is the only record of what was actually done to your floor. There is no flooring or coatings license in Texas to hold, so what we show alongside it is general liability cover, workers compensation and a sales and use tax permit.
