Hudson Bend, TX

Serving Hudson Bend

Garage, boat storage and waterfront floor coatings in Hudson Bend, TX, planned around peninsula access and permanent outdoor exposure.

Pflugerville Epoxy Flooring installs epoxy flooring in Hudson Bend, a community where nearly two fifths of the total area is water and where the road network is a peninsula rather than a grid. Both of those change how a floor job actually runs, and neither shows up in a population figure.

We have been coating concrete across Travis County for more than 20 years. The systems we install here are the ones we install anywhere, and what differs is logistics and housing mix: getting a crew, a grinder and a material truck onto the bend, and knowing which homes here actually have a garage slab under them in the first place.

There is also a commercial floor market here that exists almost nowhere else on our list. It is marine and food service rather than industrial, and the conditions those floors live with are wash-down, trailer tires and permanent outdoor exposure rather than forklifts and rack loads.

What a Peninsula Does to a Job

Access Along a Small Number of Roads

Water accounts for 39.8 percent of this community’s total area, with roughly 3.988 square miles of land against 2.637 square miles of water. That is not a scenic detail, it is a description of the road network, because access onto and off the bend runs along a handful of routes rather than through a grid.

The practical consequence is that a detour or a closure is not a minor inconvenience here. There is often no parallel route, so a delivery that goes wrong has nowhere else to go and the day is lost rather than shortened.

Sequencing Around a Route

We plan work here as a route rather than as a set of independent stops. Material and equipment go on in the right order, and where several jobs are running we sequence them so a truck is not making the trip twice for something that could have travelled the first time.

That also affects how we quote. A small job a long way out on the bend genuinely costs more per square foot than the same job in a suburb, and we would rather say so at the estimate than add a travel charge to an invoice later.

Staging on a Waterfront Lot

Lots here are frequently shaped by the shoreline rather than by a subdivision plan, with long driveways, steep approaches and limited turning space. Grinders, shot blasters, extraction equipment and material all have to fit somewhere that does not block the only access to a house.

We walk that at the estimate rather than discovering it on the morning of the work. It occasionally changes the method, because equipment that cannot reach a building is equipment that is not going to be used on it.

Dust containment is easier on a lot like this than on a tight suburban street, since there is usually somewhere to work that is not directly against a neighbor’s window. We still run vacuum-shrouded tooling rather than relying on the space, because captured dust is captured wherever the job happens to be.

Which Homes Here Actually Have a Garage Slab

Counting the Pool Rather Than Assuming It

About 8.2 percent of the housing stock here is mobile homes or boat, RV and van units, roughly 142 and 45 units respectively out of a stock of around 2,291. Neither of those housing forms carries a conventional garage slab, so they belong outside an addressable pool rather than inside it.

That is a straightforward point and it is one most contractors never make, because it is easier to quote a population figure than to count what is actually coatable. We would rather describe the market accurately, including where it is smaller than it looks.

It is also useful to the owners of those homes. A manufactured home or an RV frequently sits alongside a poured pad, a carport slab or a detached workshop, and those are floors we can coat even though the dwelling itself is not part of the conversation.

Detached Houses and Everything Else

The owner-occupied single-family detached pool here comes to roughly 1,067 units, about 73.0 percent of owner-occupied units but only around 51.6 percent of all occupied units. The gap between those two figures is the townhouse, small-multifamily and alternative-housing stock.

Only around 61 detached houses are renter-occupied, some 5.4 percent of the occupied detached houses, so the person we talk to is almost always the owner. There is a genuine absentee tail, with a small share of units classed for seasonal or occasional use, and it remains a small minority rather than the character of the place.

Thirty to Forty Year Old Slabs

Around 12.6 percent of the housing stock predates 1980, and the 1980s and 1990s together account for roughly 45.1 percent of it. A garage slab here is commonly thirty to forty years old, which makes previous coatings, sealers and slab repairs a realistic expectation rather than a surprise.

So we look before quoting. Where the history is unclear we take a small test area down to concrete so the preparation allowance in the proposal reflects what the tooling actually did, and where something is already on the floor it comes off with PCD tooling and diamond grinding rather than being coated over.

Moisture testing goes into the scope as a priced line item on a slab of any age. The vapor-retarder requirement carries a garage exemption that does not depend on when the house was built, so measuring is the only way to know what is coming up through the concrete.

Marine and Food-Service Floors

Boat Storage, Trailer Yards and a Yacht Club

The commercial floor demand here is dry boat storage buildings, boat trailer parking, a yacht club and its docks, waterfront restaurants and a grocery. Those are wash-down, trailer-tire and outdoor-exposure conditions rather than manufacturing or distribution ones.

A dry-stack storage building or a trailer yard takes concentrated point loads from trailer tires and jack stands, constant water, and whatever comes off a boat that has just been pulled out of a lake. That is a chemical-resistant, high-build specification with real texture rather than a decorative one.

Ultraviolet Exposure Is the Default Here

Most of these surfaces are outdoors or open to daylight, and epoxy is not ultraviolet stable. It ambers, chalks and dulls under direct sun, which is why any exterior or daylit floor we build here is finished with a polyaspartic or polyurea topcoat that holds its color.

Traction is the other constant. A surface that is wet most of the time and walked on by people carrying things needs its slip resistance built into the system as a broadcast aggregate, sized to grip without being so coarse that it traps dirt and cannot be cleaned.

Food Service on the Waterfront

For a restaurant kitchen the requirements come from the health code rather than the building department, and that is where the smooth, durable, easily cleanable surface and the coved floor and wall juncture requirements actually live. We install an integral coved base so there is no seam at the wall for soil and water to collect in.

We also phase the work around trading, because a waterfront restaurant cannot simply close for a week in season. Phasing costs more time than a single continuous installation, since every section carries its own edge preparation and cure window, and we price that openly rather than discovering it midway.

Wash Water, Utilities and Who Permits

The Lake Is the Boundary Condition

The internal point of this community falls in no mapped Edwards Aquifer zone, so the state’s Edwards rules are not the governing water-quality instrument here. What governs this watershed is the Highland Lakes watershed ordinance instead.

Either way, our own practice does not change. Grinding runs with vacuum-shrouded equipment and HEPA-rated extraction so the byproduct is bagged dust rather than slurry, and any wash water or solvent rinse is contained and taken off site rather than put into a storm drain, a landscape bed or anywhere with a downhill path to the lake.

One District for Water and Wastewater

Water and wastewater are both provided by Travis County Water Control and Improvement District No. 17, drawing surface water from Lake Travis. One district answers both questions, which is simpler than the split arrangements in several neighboring communities.

That matters mostly for a commercial job with a wash-down floor, where where the water goes is part of the specification rather than an afterthought. On a residential garage it rarely comes up at all.

What does come up on a residential job is where the equipment gets its power and water. On a long waterfront lot the nearest outlet and tap can be a considerable distance from the garage, and we would rather establish that at the estimate than arrive with tooling we cannot run.

No City Permits Anything Here

Hudson Bend is unincorporated. There is no city permit and no city inspector, and an Austin mailing address with a position inside Austin’s two-mile extraterritorial jurisdiction is not an Austin jurisdiction. That is the easiest mistake to make about this community and we confirm the actual authority before the first visit.

The permitting authority is Travis County Transportation and Natural Resources, whose permits are development-based, and the county’s residential building-code reach stops at new houses on vacant lots and additions rather than covering work on an existing floor. As everywhere in Texas there is no flooring or coatings license to hold, so what we produce is general liability cover, workers compensation and a sales and use tax permit.
