Lago Vista, TX

Serving Lago Vista

Garage, hangar, marina and clubhouse floor coatings in Lago Vista, TX, quoted against a code with no permit exemptions left in it.

Pflugerville Epoxy Flooring installs epoxy flooring in Lago Vista, a city that deleted the permit exemptions out of its own adopted code. Nothing here is small enough to assume its way past the counter, and that single decision changes how a quote in this city has to be written.

We have been coating concrete across Central Texas for more than 20 years, and most jurisdictions leave the standard list of exempt minor work in place, which is why contractors get used to reasoning that a small job does not need a permit. In Lago Vista that reasoning is simply unavailable.

The city has also written its terrain into ordinance numbers, including a maximum driveway grade, and those numbers reach a trade that has to get a grinder, a shot blaster and a material truck up to a garage door. This page covers both, plus the unusual set of commercial floors that exist here.

A Code With Its Permit Exemptions Removed

What the City Actually Adopted

Lago Vista’s adopted 2021 International Residential Code excludes Section R105.2, Work Exempt from Permit, in its entirety. That section is the standard list of minor work a homeowner or contractor can carry out without applying for anything, and here it does not exist.

The consequence is not that everything needs a permit. It is that nothing is exempt by rule, so the determination has to come from the city rather than from a contractor’s judgment about what counts as minor. Those are different positions and the difference matters.

It is also worth noting that the city’s own one- and two-family plan review form still carries an older code edition in its header, out of date against the codified chapter. Where a form and the adopted code disagree, the code is what governs, and that is the kind of discrepancy worth spotting before it turns into a resubmission.

What That Changes About a Quote

We ask the city rather than assuming, and we say in the proposal what has been asked and what the answer was. A quote written on the assumption that a floor coating is obviously exempt is a quote written against a section this city removed.

It also changes the timeline conversation. Where a determination or an application is needed, that is a real lead item rather than a formality, and we would rather build it into the schedule than promise a date the paperwork cannot support.

Registering Before the Portal Will Take You

There is a step in front of the application as well. Permit submissions go through the city’s project portal, and since the start of 2023 most permits require the applicant to be registered with the city first.

On a first job in this city that registration is a lead-time item rather than a same-day step. It is worth being precise about what it is, too: an administrative registration with the city, not a trade license, because Texas licenses no flooring, coatings, painting or general contractor at all.

So any company offering you a license number for floor coating work in this city is offering something that does not exist. What we can produce instead is general liability cover, workers compensation and a Texas sales and use tax permit, sent before the job rather than on request.

A Twelve Percent Driveway Cap, and Getting to the Garage

The City’s Own Number

A driveway in this city may not exceed 12 percent slope. That is written into the Code of Ordinances, and it is a genuinely useful number for a trade that has to move heavy equipment up to a garage door on hill-country terrain.

Twelve percent is steep. It is within what a truck can manage and it is enough to matter for how equipment is loaded, unloaded, secured and walked, and it is the ceiling rather than the typical case. It also tells you something about the terrain generally, because a city only writes a cap like that when the alternative is driveways that exceed it.

Access, Staging and What Fits

So we walk the approach at the estimate rather than on the morning of the work. Grinders and shot blasters are heavy, material has to be carried rather than wheeled on a slope, and extraction equipment needs somewhere to sit that is not going to roll.

Occasionally the approach changes the method. Where a ride-on machine cannot be got to a floor safely, walk-behind equipment and hand grinding will do the same job with more hours in it, and we would rather price that honestly than discover it with a crew standing at the bottom of a driveway.

Cut, Fill and the Soils-Report Line

The city writes several other numbers into its site development regulations that are worth knowing if a project involves any ground work. Development of land with slope greater than 25 percent requires special approval by City Council, and there are limits on how much fill a building site may carry.

In the Special Planning Area covering part of the city, cut and fill is limited to four feet, permitted above that only where the slope is terraced to control erosion. That area also imports the more restrictive of this city’s and Austin’s requirements, so a job there answers to two sets of standards rather than one.

None of that reaches a coating on an existing slab directly. It reaches everything around one, which is why we ask what else is in scope before quoting rather than pricing the floor in isolation and meeting the rest later.

The Lake, the Contour Line and Water Quality

A Hard Boundary at the Shore

Development inside the Lake Travis Critical Water Quality Zone, at the 681-foot contour, is prohibited except for a dock, pier, wharf or marina and the access and appurtenances they need. That is a hard line rather than a discretionary one.

There is a second provision that reaches materials directly. Use of building materials treated with chemicals that will be submerged or located within that zone requires prior approval from the city or its designated agency, which is exactly the kind of clause a coatings contractor should read before quoting waterfront work.

Containment as Standard Practice

Whatever the zone, we do not put grinding slurry, wash water or solvent rinse anywhere it can run. Grinding is done with vacuum-shrouded equipment and HEPA-rated extraction so the byproduct is bagged dust rather than liquid, and anything liquid is contained and taken off site.

On sloping lakeside ground that planning happens before equipment comes off the truck. Water finds a path quickly here, and the path generally leads somewhere nobody wants it to go.

The Ground Itself

Brackett covers around 46.56 percent of the city’s mapped area, running about 30 percent clay with a linear extensibility near 2.98 percent. That is a shallow soil with modest seasonal movement rather than the deep reactive clay of the Blackland side of the metro.

So a crack in a slab here is more likely to be settled than actively working, and it can often be routed, filled rigid and ground flush with a reasonable expectation that it stays closed. We still check rather than assume, and where a crack is live we detail it as a flexible joint and tell you it can telegraph through again. A coating is a film a few thousandths of an inch thick that follows the slab beneath it, and that is true on stable ground as much as on reactive ground.

Clubhouse, Marina, Hangar and Municipal Floors

An Unusual Commercial Set

The commercial floor work in this city is golf clubhouse, marina, hangar, restaurant and municipal rather than warehouse and distribution. The city owns two eighteen-hole golf courses, and there is an airport with city-leased hangars.

Those are all specific conditions rather than generic ones. A hangar floor lives with fuel, hydraulic fluid and heavy point loads from aircraft jacks. A marina floor is permanently wet and permanently exposed. A cart barn takes tire traffic and charging equipment.

What We Specify for Them

For hangars, marinas and maintenance areas we build a chemical-resistant system at a real mil build, choose the topcoat against the actual chemistry present rather than a general-purpose clear, and broadcast enough aggregate that the floor stays safe once something has been spilled on it. Anything outdoors or daylit gets a UV-stable polyaspartic or polyurea topcoat, because epoxy ambers in sunlight.

Hangar work has its own paperwork. Leased hangars carry regulations with extensive requirements attached to them, and a floor specification for one is a document to be approved rather than a decision made on site.

A Mixed Residential Stock, and Who Lives In It

The housing here spreads genuinely across five decades rather than clustering in one, so garage form and slab construction are mixed and there is no single default to work from. We ask about the era and look at the concrete instead of assuming.

It is also worth correcting a common impression. This reads as a vacation town in older material, and the current estimates describe a city that is around 89.6 percent owner-occupied with a small seasonal share and very few rented detached houses. Short-term occupancy is a regulated, permitted and inspected use here rather than a by-right one, which is a large part of why. The person buying a garage floor in this city is almost always the person who lives in the house.
